By 2025, Gabon aims to increase its installed electrical capacity to 1,280 MW, up from the current 725 MW. To achieve this goal, the country plans to rely on its significant hydroelectric potential, among other renewable resources.
The Kinguélé Aval hydroelectric power station
Gabon Power Company (GPC), a subsidiary of the Gabonese Strategic Investment Fund (FGIS), and Meridiam, a mission-driven company specializing in the development, financing, and long-term management of sustainable public infrastructure, have signed an agreement to finance the Kinguélé Aval hydroelectric power plant.
Located 100 km east of Libreville on the Mbéi River, bordering the Monts de Cristal National Park, the new facility will have a capacity of 34.1 MW and will ultimately supply the national grid with up to 203 GWh per year. The hydroelectric plant will supply approximately 13% of the electricity needs of Libreville, the capital of Gabon. It will contribute to the replacement of existing thermal capacity and save more than 90,000 tons of CO2 emissions per year. It will also contribute to the electrification of rural areas such as Andock Foula, contributing to social inclusion in Gabon.
Priority will be given to purchasing the equipment and materials needed for construction from Gabonese companies, thus supporting the country's diversification, development, and economic recovery. During the construction period, 800 direct jobs will be created on the site, and during the operational phase, twenty Gabonese professionals will be responsible for running the hydroelectric power plant. It is scheduled to be commissioned by the end of 2024.
The total investment required to build the dam amounts to €179 million under a 30-year concession agreement. Kinguélé Aval is led by Asonha Énergie, a project company owned 60% and 40% by Meridiam and GPC respectively, and benefits from the financial support of several leading donors: IFC, the World Bank's private sector subsidiary, the African Development Bank, the Development Bank of Southern Africa and the Emerging Africa Infrastructure Fund.
The Multilateral Investment Guarantee Agency (MIGA), a subsidiary of the World Bank Group, joined forces with Asonha Energie SA in March 2022 to build and operate the Kinguélé Aval hydroelectric power plant. This hydroelectric power plant, which will be developed and managed by the private sector with support from MIGA, will cost €179 million.
Gabon's first IPP project demonstrates a commercially viable way to generate clean energy that will avoid more than 90,000 tonnes of CO2 emissions annually.
This innovative public-private partnership represents a significant step forward in giving the Gabonese Energy and Water Company (SEEG) the ability to cover all the energy needs of the interconnected network of the Estuary province.

The Ngoulmendjim hydroelectric power station
The industrial group Eranove and the Gabonese Strategic Investment Fund (FGIS) have signed a mandate to raise €400 million. This financing will enable the construction of the Ngoulmendjim dam and the 83 MW hydroelectric power plant.
This hydroelectric power plant project meets the highest international standards in the environmental, social and societal fields, as confirmed by the independent assessment carried out using the ESG (environmental, social and governance criteria) tool of the International Hydropower Association (IHA).
The Ngoulmendjim hydroelectric project is being implemented through Asokh Energy. The special purpose vehicle is owned by Eranove (60%) and Gabon Power Company (GPC), a subsidiary of FGIS (40%). Asokh Energy will build a dam on the Nkomo River in Estuaire Province, 125 km from the Gabonese capital, Libreville. The facility will have a maximum height of 38.5 meters above its foundation, with a crest width of 635 meters.
The dam will form a reservoir covering an area of at least 30 km2. The imposing structure will be equipped with a hydroelectric power plant capable of delivering 83 MW of power with an annual production equivalent to 550 GWh thanks to three Pelton turbines. The electricity thus produced will be evacuated via a 225 kV line of approximately 135 km.
According to the consortium's plans, the line will consist of a section from Ngoulmendjim to a 225 kV interconnection station to be created in Kinguélé Aval. The other section will run from Kinguélé Aval to a 225/90 kV interconnection station in the town of Ntoum, whose route will follow the existing 225 and 90 kV lines from Kinguélé and Tchimbélé. The electricity produced will supply several parts of Gabon, including Libreville, where half of Gabon's population is concentrated.
The Dibwangui hydroelectric power station, established on the Louetsi River, 152 kilometers from Mouila (regional capital of Ngounié), in southwest Gabon, will be able to supply 88,000 inhabitants. The Gabonese company LOUETSI Hydro was created by the Gabonese Strategic Investment Fund (FGIS) and ERANOVE to prepare and carry out, under a concession with the Gabonese Republic, the design, financing, construction and operation of the Ngoulmendjim and Dibwangui hydroelectric power plants. The 15 megawatt plant will supply the southwest region of the country and support local communities currently without electricity. Located in the Ngounié province, the Dibwangui hydroelectric project is classified as an example of international good practice in sustainable design and planning.
The Empress Eugenie and FE2 hydroelectric power plants had been at a standstill for several years. Construction work could soon resume. A tripartite agreement between the Gabonese government and the companies Coder and CGGC, responsible for financing and implementing this project, was signed on March 15, 2022, in Libreville. Through this agreement, the Renewable Energy Development Company (Coder) undertakes to provide CGGC (China Gezhouba Group Corporation) with the necessary funds to build this infrastructure. Coder will then operate it for around thirty years, depending on the duration of the concession.
The restart of the construction project for these power plants has been expected for several years in Gabon. The construction of the two hydroelectric power plants will increase Gabon's energy supply, with a capacity of 88 MW for the Empress Eugenie power plant and 36 MW for the FE2 power plant. The one being built at the FE2 Falls on the Okano River will improve the electrification of the Woleu Ntem region with an interconnection to the Libreville electricity grid. The Empress Eugenie power plant, for its part, will supply energy to the main industrial centers and localities located on the Fougamou-Lambaréné-Libreville axis.
