While education is the key to producing a well-trained and skilled workforce, only 60% of children currently attend secondary school. Higher and vocational education must therefore better meet market needs.
An education sector strategy for 2015–2025 was developed with the aim of ensuring consistency between the education offered and the human resource needs of the economy. The Republic of Congo plans to increase its education funding to reach 20% of the domestic budget for current expenditures, subject to continued growth in the country's oil revenues.
The 2018-2022 National Development Plan is based on the in-depth reform of the education system and of qualifying and professional training, with a view to promoting human capital in all its moral, civic, intellectual and physical dimensions in order to build the foundations of sustainable and inclusive development.

In the past, higher education was primarily provided at Marien Ngouabi University, which has eleven institutions located in Brazzaville. It has expanded in recent years with the creation of 31 private institutions concentrated in Brazzaville and Pointe-Noire. The Denis Sassou Nguesso Pan-African University (UDSN) in Kintélé welcomed its first students in early February 2021.
Through its scientific and technological vocation, it will contribute to diversifying the higher education offering. The objectives targeted in the 2018-2022 NDP are part of the responses to the challenges of new requirements in a context of globalization, namely, improving the relevance of the higher education system, improving its quality and improving its management.
