Improving productivity and diversifying the timber industry are priorities for the Gabonese authorities as part of the Transformation Acceleration Plan (PAT). Gabon is Africa's leading plywood exporter. Thirty thousand jobs are expected to be created in the timber industry alone over three years.

The implementation of the Transformation Acceleration Plan should give new impetus to the timber industry in Gabon. The strategic ambition of the said PAT for this sector is based on three major objectives: the rationalization of the upstream forestry sector to promote sustainable resource management and implement a set of measures for certification and the eradication of illegal practices; the development of 300,000 hectares of plantations of fast-growing timber species to increase and diversify timber production. The promotion of the 2nd and 3rd transformation of wood from natural forests and plantations to increase the added value of the sector and the number of jobs constitutes the final objective of this sector.
The optimization and optimization of upstream forestry integrates a set of provisions aimed at ensuring the performance of the Water and Forestry Administration. They frame the ongoing training of agents and the fight against illegal practices, the strengthening of legality in the forest-timber sector by conducting control operations in the provinces and the withdrawal of permits from illegal operators. It also aims at the sustainable management of natural forests. This, in particular, by rationalizing the forest permit map with a few major operators and the certification of all forest concessions as well as the effective presence of the administration on the ground to ensure the compliance of activities.
For the Gabonese authorities, increasing timber production is primarily based on improving knowledge of the resource with a robust national forest inventory to increase the number of exploited species and promote unexploited species, by setting up a timber exchange that will guarantee optimal use of this sustainable resource. It also involves implementing a set of measures to guarantee a sustained planting rate with 70,000 hectares by identifying available and productive savannah lands, acquiring appropriate seeds and establishing nurseries. In addition, there is the development of a sector (medium density fiberboard). This consists of maximizing the resource utilization rate and integrating wood products from plantations into finished products such as plywood, furniture, doors and windows, houses, etc. The increase in timber production also requires the upgrading of logistics to ensure the transport of raw materials from the forest to processing and export areas.

This objective involves modernizing forestry sector management by implementing a centralized information system to dematerialize management procedures and monitor timber traceability to reduce losses, curb corruption, and optimize yield. The objective is to increase 2nd and 3rd processing in the sector by 30% through the development of MDF capacity, vocational training for employees of processing plants, and the promotion of the "Bois du Gabon" label. The ambition also relies on improving the efficiency of processing traceability. This is achieved through a system for tracking timber entering and leaving factories, and the establishment of appropriate taxation to encourage these levels of processing to increase the sector's contribution to the state budget.
COMPETITIVENESS OF THE WOOD INDUSTRY
Gabon plans to become the world leader in processed tropical wood by 2023. The country plans to open furniture stores around the world. Starting in 2022, high-end products will be offered in Miami, Paris, China, London, and almost everywhere in the world.
Gabon Special Economic Zone (GSEZ), in which the State is the largest shareholder, will initially invest in these showrooms abroad, not only to promote Gabonese processed wood, but also to market products.
A project which, once materialized, will show to the world that Gabon has gone from a country that sold unprocessed logs to a country that now transforms its raw material, and creates added value, thus allowing the country to earn much more in terms of profit.
