Gabon – National Investment Promotion Agency

Located in the heart of Libreville's business district, ANPI-Gabon was inaugurated on January 15, 2018. This Public Administrative Establishment is attached to the Presidency of the Republic of Gabon and placed under the technical supervision of the Ministry of Investment Promotion and Public-Private Partnerships, responsible for Improving the Business Environment. ANPI-Gabon drives and monitors reforms aimed at improving the business environment in Gabon. Its main missions include promoting and developing a business environment conducive to improving Gabon's economic attractiveness, supporting national and international investors, simplifying administrative formalities and facilitating the procedures necessary for formalizing businesses and obtaining approvals and authorizations, as well as promoting youth and women's entrepreneurship. The National Investment Promotion Agency (ANPI-Gabon) is at the heart of investment decisions.

ANPI-Gabon has launched a process of dematerializing its procedures to achieve three objectives: reducing the time taken to create businesses, reducing physical contact between users and agents, and ultimately reducing the possibility of corruption. As part of business formalization operations, with the dematerialization of procedures, the modernization of ANPI-Gabon meets the objectives of the Transformation Acceleration Plan (PAT). 

Concretely, thanks to the dematerialization of business creation procedures via the Digital Investment Counter (GNI), more than 4,000 operators have created their businesses without traveling, by paying their business formalization fees using Instant Bills Pay, an online bill payment method. 

In Transparency International's latest report, Gabon has made progress, as a result of government actions, including the establishment of a Ministry dedicated to combating corruption and dedicated institutions such as the National Commission for the Fight against Illicit Enrichment and the National Financial Investigation Agency. Law No. 021/2014 of January 30, 2015, on transparency and good governance in the management of public affairs, as well as Gabon's membership in the Extractive Industries Transparency Initiative (EITI), are steps in this direction. 

The Director General of ANPI-Gabon signed a support agreement with the President of PAW, notably for the formalization of project leaders and the promotion and training of women entrepreneurs. This partnership agreement also includes a technical, economic, and financial analysis of the programs received by PAW women. This is a way of materializing the Agency's commitment to supporting the Decade of Women, dear to the President of the Republic Ali BONGO ONDIMBA.
