According to the Directorate General for Economy and Fiscal Policy (DGEPF), tourism sector revenue fell by 521,000 TND in 2020, as did other activity monitoring variables. The primary objective is therefore to diversify tourism to avoid dependence on a single activity and a single product.
The plan aims to increase the competitiveness of domestic and intra-regional travel by improving connectivity and facilitating travel to offer broader tours such as the beaches of Sao Tome, then the elephants and gorillas of Loango in Gabon and the lush forests of Odzala in Congo.
He also recommends encouraging companies to distribute holiday vouchers to their employees to stimulate demand after the crisis and support travel and tourism with employee benefits. The last aspect proposed is based on fully leveraging the potential of social media and the millennial generation to once again promote the benefits of travel, particularly in domestic markets and especially to destinations that rely heavily on tourism and to the national parks that Gabonese people all dream of discovering. It also involves equipping the most vulnerable populations and groups with the necessary skills to develop new tourism products to support rural areas and disadvantaged populations.

Promoting Gabon as a destination remains at the heart of the recovery strategy recommended by experts. To this end, they plan to develop promotions for specialized travel or the domestic tourism market. In addition, they plan to create special funds to attract international conferences and events, such as festivals, to the provinces. In 2021, the Gabonese Agency for the Development and Promotion of Tourism and Hospitality (Agatour) set up a tourism information office at Libreville International Airport (ADL). To boost the sector, the government has implemented several projects in collaboration with Agatour. The authorities also plan to support stakeholders in this sector. The government thus aims to meet the objectives of the Gabon Emergent Strategic Plan, which aims to make tourism a major driver of the Gabonese economy.
The implementation of the recovery plan is, however, conditional on certain prerequisites: the census of sites, operators and activities throughout the territory; the development of innovative products (ecotourism, community tourism, gorilla habituation); the promotion and encouragement of short circuits; the development and implementation of a safety and health protocol in tourist sites and the development of areas of tourist interest. The cost of these recovery measures and acceleration of the sector's recovery is estimated at 8.15 billion FCFA.
Making Gabon the most popular destination in Central Africa an economic asset should enable the sector to contribute considerably to the GDP.
